Telephone Visits Billing, Coding and Regulations Information

Following the PHE, the Federal government and Congress took steps to extend pandemic-era telehealth flexibilities. As of September 30, 2025, several temporary flexibilities expired, returning to pre-pandemic policies. Audio-only visits will be limited to patients who qualify for telehealth services (i.e., who meet geographic and originating site restrictions) if the patient cannot or will not use video.
Some patients may not have access to video visits because they cannot access interactive audio-video technology, do not have reliable broadband, may not be facile with technology, or may prefer not to use video technology. Practices can use audio-only telephone calls to provide care for their patients if the patient is unable or does not consent to the use of video.

- Document verbal consent and why an in-person or audio-video encounter was not possible.
Billing and Coding
- CPT codes 99441-99443 are no longer available for CY 2025.
- Physicians should use existing E/M codes (99202-99215) with a –93 modifier
- Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) may also use the FQ modifier
